The Municipality of the District of Guysborough is pleased to announce the appointment of Sean O’Connor as the new Chief Administrative Officer (CAO), effective January 1st, 2026.
O’Connor is a professional civil engineer and began working with the Municipality two-and-a-half years ago as director of economic and community development, managing all of the large scale development opportunities in the municipality. Prior to working at MODG, he held leadership roles with the Provincial Government and in engineering consulting.

A release from the municipality states O’Connor demonstrated extensive experience in team leadership, project management, contract administration, and community development, adding his proven record of public service and commitment to strong, collaborative governance will support Council, staff, and residents as the Municipality continues to grow and move forward with key priorities.
The municipality extended appreciation to outgoing CAO Barry Carroll, who will be retiring after 16 years of dedicated service, adding Carroll’s leadership and contributions played a significant role in guiding the Municipality through major initiatives and sustained growth.
