Zutphen Contractors posted the lowest estimate of $1.5 million. Three other companies offered quotes on the project.
The work involves 3.5 kilometres of Meagher Road, 3.3 kilometres of Broad Cove Marsh Road and 1.92 kilometres of Gillis Road.
